[특집-ISO 2023 연례회의] ⑮3일차 : 지속가능성 및 무역(Sustainability and trade)-지속 가능성을 위한 동맹 구축(Forging alliances for sustainability)지난 9월18~22일 5일간 2023 ISO 연례회의(Annual Meeting)가 오스트레일리아 브리즈번(Brisbane)에서 개최됐다. 올해 국제표준화기구(International Organization for Standardization, ISO)가 개최한 연례회의 에디션의 주제는 '글로벌 니즈 충족(Meeting global needs)'이다.1주일 동안 개최된 연례회의는 오늘날 지구가 직면한 가장 시급한 문제에 대해 건설적인 대화에 참여할 수 있는 기회를 제공하고 참가자들이 협력 솔루션을 찾을 기회를 제공하는 것이다.연례 회의는 다양한 정부, 업계 및 시민단체 대표 뿐 아니라 ISO 커뮤니티 전문가와 리더가 가장 큰 트렌드 및 과제에 대해 생각을 공유하기 위한 목적으로 참여했다.이번 회의는 인공지능(Artificial intelligence), 순환경제(Circular economy), 청정 에너지(Clean energy), 사이버보안(Cybersecurity), 스마트 농업(Smart farming) 등을 중심으로 논의가 진행됐다.3일차 연례회의의 주제는 지속 가능성과 무역(Sustainability and trade) 이다. 이날 연례회의는 △정책 분야 표준(Standards in policy) △도시를 탄력적으로 만들기(Making cities resilient) △지속 가능성을 위한 동맹 구축(Forging alliances for sustainability) △무역에 대한 신뢰(Trust in trade) △고객 경험(The customer experience) 등을 중심으로 토론이 이뤄졌다.3일차 지속 가능성을 위한 동맹 구축(Forging alliances for sustainability) 세션은 ISO의 현재 및 미래 전략적 파트너의 목소리를 모아 보다 공평하고 지속 가능한 미래로 전환을 목적으로 하고 있다. 따라서 국제 표준의 고유한 가치와 ISO 단독으로 할 수 없는 이유에 대한 토론이 진행됐다.이번 세션은 10:00~11:30분까지 개최됐으며 참석 패널은 △옌스 하이데(Jens Heiede, 덴마크 표준(DS) 최고경영자(CEO)) △파비엔 미쇼(Fabienne Michaux, UNDP SDG Impact 이사) △아니카 안드레아슨(Annika Andreasen, 스웨덴표준협회(SIS) CEO) △후안-파블로 다빌라(Juan-Pablo Davila, UNIDO 산업 개발 책임자) 등이다.참석자들은 2030년까지 지속가능발전목표(Sustainable Development Goals, SDGs)를 진전시키기 위한 진전을 방해하는 자원 제한, 용량 장애물 등을 포함해 복잡한 요소들이 얼켜 있다고 강조했다.보다 지속 가능한 길로 나아가기 위해서는 긴급한 조치, 혁신적인 솔루션 및 협업에 대한 새로운 약속이 필요하다, 따라서 참석자들은 파트너십 구축이 어떻게 UN의 지속 가능한 개발 목표 달성을 가속화 할 수 있는지 탐구했다.UNDP와 ISO는 글로벌 개발 과제를 해결하는데 있어 국제 표준의 역할에 대한 의지를 표명하는 의향서에 서명했다. UNDP 임팩트 이사인 파비엔 미쇼는 새로운 UNDP/ISO 파트너십을 강조했으며 동맹 구축이 핵심이라고 설명했다.특히 참석자들은 공동의 노력이 어떻게 글로벌 규모에서 긍정적인 변화를 주도할 수 있는지 더 깊이 이해할 수 있는 세션이 됐다.

[기획-디지털 ID 기술] ㊵ 포드글로벌테크놀로지, '적어도 하나의 운송 차량을 고객에게 동적으로 연결하기 위한 시스템 및 방법' 명칭의 미국 특허 등록 (US 11783441)미국 글로벌 자동차 제조업체 포드 자동차의 자회사 포드글로벌테크놀로지(Ford Global Technologies)에 따르면 2023년 10월10일 '적어도 하나의 운송 차량을 고객에게 동적으로 연결하기 위한 시스템 및 방법(Systems and methods for dynamically connecting one or more transportation vehicles to customers)' 명칭의 미국 특허(US 11783441)가 등록됐다.본 등록 특허는 2019년 9월24일 출원된(US 16/581073) 후 미국 특허청에 의해 심사를 받았다. 패밀리 특허로 중국 특허(CN 112637257), 독일 특허(DE 10-2020-124984)가 심사 중이다.본 등록 특허는 운송 차량을 고객에게 연결하기 위한 시스템과 방법에 관한 특허이다. 본 등록 특허의 일 실시예에 따르면 특정 위치에서 사용자의 디지털 식별자를 수신한다.디지털 식별자는 적어도 하나의 비디오 캡쳐 장치에 의해 획득될 수 있다. 비디오 캡쳐 장치는 적어도 하나의 승용 차량 및 사용자의 환경에 위치하거나, 적어도 하나의 승용 차량 자체에 위치할 수 있다.사용자가 특정 위치에 있음을 나타내는 디지털 식별자에 기초하여 사용자에게 할당할 승합차가 결정된다. 특허의 존속기간(예상)만료일은 2041년 4월22일이다.

식약처, 세계보건기구(WHO)의 우수규제기관 목록(WLA) 최초 등재식품의약품안전처(처장 오유경)가 세계보건기구(WHO, 스위스 제네바)의 우수규제기관 목록(WLA)에 최초로 등재되었다. 의약품과 백신 분야의 8가지 기능에 대하여 등재되었으며, 이로써 대한민국은 전 세계로부터 의약품 규제의 우수성을 인정받게 되었다. WHO 우수규제기관 목록에 등재된 기능은 의약품과 백신 분야 내 8가지이다. * ①약물감시, ②제조∙수입업허가, ③규제실사, ④시험검사, ⑤임상시험, ⑥국가출하승인, ⑦시판허가, ⑧시장감시 WLA는 WHO가 규제기관의 업무 능력과 규제 시스템을 평가하여 우수한 규제기관을 목록화하는 제도로, UN 산하기관과의 의약품 조달을 촉진하기 위해 새롭게 도입되었다. 이에 따라 대한민국은 UN 산하기관에 의약품과 백신을 제공할 수 있는 규제기관으로 인정받게 되어 중요한 지위를 확보하게 되었다. WLA 등재는 의약품·백신 규제시스템 글로벌 기준(GBT)* 평가에서 3등급 이상을 받아 신청 자격을 갖춘 규제기관에 한해 수행 능력(PE) 평가를 거쳐 결정되며, 식약처는 지난해 11월 의약품·백신 분야에서 모두 GBT 최고등급(4등급)을 획득하는 등 체계적으로 WLA 등재를 준비해왔다. * 의약품·백신 규제시스템 글로벌 기준(GBT, Global Benchmarking Tool) 이를 통해 국내 의약품과 백신 제조업체의 신뢰성과 우수한 기술력을 국제사회에 알리는 중요한 계기가 되었다. 식약처는 앞으로도 의약품 분야의 ‘시판허가’ 기능에 대한 등재를 추진하고, K-의약품과 백신이 국제사회로 확장되는 데 적극적으로 기여하겠다고 밝혔다.

UL Standards & Engagement의 국제 표준 이사인 Sonya Bird는 성별 응답형 표준 공동 전략 자문 위원회의 창립 멤버 중 한 명이다. 그녀는 성별이 표준의 안전과 사용자 평등에 어떻게 영향을 미치는지에 대해 의견을 남겼다. 모든 표준은 사용자의 안전을 지키기 위해 모든 성별에 적용 가능해야 한다. 이를 위해 성별 응답형 표준이 필요하다. 이는 신체적 차이부터 사회적 및 문화적 측면까지 다양한 영향을 측정하고 고려하기 때문이다. 현재 IEC와 ISO는 UN의 지속가능한 개발 목표(SDG)를 달성하기 위해 헌신하고 있으며, 성별을 표준 개발에 고려하는 것이 SDG 5 달성에 기여할 수 있다고 말한다. 구체적으로 전기기술 분야에서도 성별은 중요한 역할을 한다. 예를 들어, 무선 통신 장치의 무선 주파수에 노출되는 인체의 특정 흡수율(SAR)을 평가하는 IEC 62209-3의 새로운 표준은 여성과 남성 모형을 활용하여 테스트되었다. 일부 전문가들은 전기기술 분야에서 성별 차이가 미미하다고 주장하지만, 모든 표준에서 성별 관련 영향을 확인하는 것은 결코 무시될 수 없는 중요한 요소가 되어가고 있다. Sonya Bird는 모든 표준 개발자들은 성별 응답형 표준을 개발하는데 기여해야 한다며 의견을 덧붙였다.

Standardisation Organistions), 국제표준화기구(International Standardisation Organisations), 상업 포럼 및 컨소시엄, 국가기관 등 다양하다.산업단체와 포럼은 공식적으로 표준화 조직으로 간주되지 않지만 디지털 ID 영역을 포함한 특정 영역에서는 사실상의 표준을 제공하고 있다.몇몇의 경우 이들 단체들이 KTR의 GCB, 한국 기업에 유럽 CE마크 직접 부여하며 유럽 진출 지원한국화학융합시험연구원(KTR)이 폴란드 바르샤바에 GCB(Global Certification Body)라고 불리는 글로벌 종합 인증기관을 설립하는데 성공했다. GCB는 KTR과 폴란드의 인증컨설팅 기관 MDR Regulator(MDRR)이 합작하여 설립한 기관으로, 현재 KTR이 주요 주주로 참여하고 있다. 현재 유럽 내에서 제품의 CE인증은 매우 필수적이다. 이런 상황에서 GCB 설립을 통해 CE마크를 직접 부여할 수 있게 됐다. 지금까지는 국내 기업들이 유럽 내 CE인증을 위해 협력 관계를 구축해 왔으나, 이번 GCB 설립으로 한국 기업에게 직접 CE마크 부여가 가능해졌다. 이를 통해 언어 장벽과 중복 시험을 줄이고 시간 및 비용 부담을 크게 경감시킬 것으로 기대된다. GCB는 주로 의료기기 CE인증, 탄소중립, 자동차부품 및 소프트웨어 인증을 주력 사업으로 추진하며, 유럽 내 공장 설립을 지원하는 등 한국 기업의 유럽 진출을 촉진하는 것을 목표로 한다. 또한, 기후변화와 탄소중립 정책에 대응할 수 있는 제품 환경평가 및 유럽 배터리법 규제 대응을 제공하며, 한국과 전 세계 기업의 유럽 소프트웨어 산업 진출을 지원한다. 이러한 노력을 통해 GCB는 한국의 글로벌 종합 인증기관으로 자리 잡을 계획이며, 의료기기 CE MDR 기관지정을 완료하고 누적매출을 키우는 등의 성장과 발전을 목표로 하고 있다. 주력 사업 분야 및 가파른 성장을 통해 명실상부한 글로벌 종합 인증기관으로 자리 매김 할 것으로 기대된다.
